Provision on ethics of scientific publications

The Predprinimatelstvo magazine book seeks to observe high standards of printing ethics.

Editorial office of the magazine follows the ethical standards accepted by the international scientific community, and do everything for prevention of any violations of these norms.

In the activity editorial office of the magazine is guided by recommendations and standards of Committee on ethics of scientific publications – Committee on Publication Ethics (COPE), and also consider valuable experience of authoritative international magazines and publishing houses.

The principles of ethical behavior given below are obligatory for all parties involved in process of consideration and the publication of the scientific article: author(s), reviewers, edition, publishing group, editorial board of the magazine and publisher.

Observance of rules of ethics of scientific publications by all participants of this process promotes ensuring the rights of authors on intellectual property, to improvement of quality of the edition in the opinion of the world scientific community and to an exception of possibility of a misuse of author’s materials in interests of individuals.

Professional ethics in edition activity

  • Edition has to give help to authors in improvement of manuscripts presented to edition by scientific reviewing and literary editing of articles, and also assist in establishment of contacts with other magazines and publishing houses.

Evaluation of works has to be based only on check of reliability of results, relevance of a subject and its value for researchers, and readers.
  • The editor-in-chief shouldn’t open information on the presented manuscript to someone to another, except for the author, reviewers. The unpublished data containing in article submitted for consideration, can’t be used by it without written consent of the author.
  • The confidential information received in process of reviewing, isn’t subject to disclosure or use in personal interests.
  • The editor-in-chief is obliged to refuse consideration of presented article in the presence of the conflict of interests.
  • At receipt of the complaint of ethical character on the presented manuscript or published article the editor-in-chief has to take the reasonable answer-back measures. These measures usually include: notification of the author, discussion of the corresponding complaint and, in case of need, publication of corrections. Each case of violation of standards of scientific ethics has to be investigated even if it was opened in many years after the publication.
  • The editor-in-chief shouldn’t force authors to quote the magazine. It can’t be a necessary condition for adoption of the manuscript of article to the publication. Any recommendations about citing of works have to be based on their scientific importance and pursue the aim of improvement of the presented material.

Ethical principles by which the author of the scientific publication has to be guided

  • Persons who made an essential contribution to statement and the solution of a problem considered in article are considered as authors of article and share responsibility for the received results. The author who has submitted the manuscript of article in edition, assumes responsibility for approval with other authors of a choice of the periodical for its publication, reliability of contact information.
  • The authorship has to be limited to those persons who made the significant contribution to the concept, planning, performance or interpretation of described research. If any person took part in performance of essential part of the project, gratitude has to be expressed to it, or it has to be included in the list of coauthors.
  • Authors of article are responsible for originality and reliability of the presented material. This material shouldn’t be published earlier or sent for parallel publication to other editions, and also shouldn’t contain plagiarism.
  • The publication of the same article in different editions if it is the translation into other language is allowed. Thus it is necessary to have a consent of authors and publishers to the repeated publication which has to reflect as much as possible precisely a source text and be accompanied by the obligatory link to the first edition.
  • If authors used work and/or fragments of the text of other authors, there have to be corresponding links to the published works.
  • Edition can reject article if it violates the intellectual rights of the third parties, standards of scientific ethics or contains information, limited access, with the notification of authors and the organization which has directed article.
  • Authors of article have to give within its limited volume an objective assessment of a condition of the solved problem, based on the analysis of previous publications essential to this work, to show reliability and the importance of the received results, and also to provide the exact description of the offered ways of the solution of objectives, to show the importance of research.
  • A series of articles in which results of complex research are published, has to be organized so that the reader could receive exhaustive idea both of research structure as a whole, and about each its aspect shined in the relevant article.
  • In the presented manuscript the source of financial support of the corresponding research if other isn’t provided by the current legislation or the arrangement with sponsors can be specified.
  • Authors have to honestly and in the terms established by edition to eliminate remarks under article, made by an editorial board and/or reviewers.

Ethical principles by which associate editors have to be guided:

  • The editorial board has to consider everything the manuscripts presented to the publication without prejudice against their authors (national or religious identity, official position, etc.).
  • At making decision on the publication the editorial board is guided by an expert assessment of reviewers, reliability of the presented data and the scientific importance of considered work.
  • If the author of the manuscript is the associate editor, it has to delegate the rights concerning consideration of this manuscript to other qualified person.
  • The editorial board reserves a choice of anonymous reviewers and their quantity for ensuring impartial consideration of the manuscript. Anybody, except for the persons participating in a professional assessment of the manuscript, has no access to its contents.
  • In case of a rejection of the manuscript or the direction it on completion the editorial board has to present to authors of article sufficient justifications of such decision.
  • Information containing in the unpublished manuscript, can be used only with the consent of her authors.
  • The editorial board doesn’t open information on the manuscripts which have arrived in edition to someone, except reviewers and editorial office employees.

Ethical principles by which reviewers have to be guided:

  • The scientific examination of author’s materials which is carried out by the reviewer, has to be objective and consider compliance of the performed work scientific, ethical (lack of plagiarism) and to literary standards.
  • Each article passes two levels of reviewing: members of an editorial board and at least two independent external anonymous experts who have all opportunities freely to state motivated critical remarks concerning level and clarity of a statement of the presented material, its compliance to a profile of the magazine, novelty and reliability of results.
